Government agencies at the local, state, and federal level are essential partners for watershed organizations — providing technical expertise, historical data, project funding, staff time, and training. Understanding which agencies do what, and how to engage them effectively, is a core organizational capacity for any AML/AMD group in Pennsylvania.

Why Government Partnership Matters #

For local watershed initiatives to be successful and long-term, local citizens must be the driving force. However, watershed groups are greatly strengthened through government participation. Local, state, and federal entities offer technical expertise, extensive historical data, project funding, staff hours, training, and public resources that no community group can replicate independently.

Pennsylvania State Agencies #

PA Department of Environmental Protection (DEP) — The primary state agency for AMD, water quality, and abandoned mine land programs. DEP’s Growing Greener program has been Pennsylvania’s single largest investment in environmental restoration, distributing hundreds of millions of dollars through watershed groups and government partners. DEP watershed specialists are co-located at county conservation districts.

PA Department of Conservation and Natural Resources (DCNR) — Provides funding in specialized situations and manages state forest and park lands affected by AML.

Federal Agencies #

Office of Surface Mining Reclamation and Enforcement (OSMRE) — Administers the federal AML program and the Appalachian Clean Streams Initiative. Key federal funder for AMD clean-up projects.

EPA Region 3 — Administers Section 319 Non-Point Source funding, Regional Geographic Initiatives, Environmental Education grants, and Environmental Justice programs relevant to AMD watersheds. The Chesapeake Bay Program and USGS have compiled large quantities of water quality data available to the public.

Natural Resources Conservation Service (NRCS) — Technical and financial assistance for conservation practices on agricultural and private lands.

US Army Corps of Engineers — Relevant for projects involving stream modification or wetland restoration.
