Summary
Watershed organizations rarely succeed alone. Technical and financial assistance is available from government agencies, conservation districts, universities, and environmental organizations. Knowing where to look — and when to ask — is as important as the technical work itself. This page points to the main categories of support available to Pennsylvania watershed groups.
Technical Assistance #
Finding and retaining technical support is an essential step toward a productive, durable organization. Common areas where organizations seek technical help include problem identification, watershed assessment, GIS and mapping, treatment system design, and organizational development. Key sources in Pennsylvania:
- Conservation Districts — Pennsylvania’s 66 county conservation districts provide technical advice, watershed specialist support, and can act as grant administrators. See Conservation Districts.
- PA DEP — Watershed specialists, AMD program staff, and Growing Greener program contacts.
- EPA Region 3 — Technical guidance, NPS program support, and watershed planning resources.
- Penn State Extension — Research support and educational resources for watershed organizations.
- WPCAMR — The Western Pennsylvania Coalition for Abandoned Mine Reclamation is the primary peer network for PA AML/AMD practitioners.
Financial Assistance #
Securing financial support requires knowing when to begin your search, where to look, and how to apply. Watershed funding ranges from small start-up grants for new organizations to multi-million dollar state and federal implementation grants. See Funding Sources for a detailed breakdown of funding programs.
Key Tool: AMDTreat #
AMDTreat is a free computer application from OSMRE for estimating AMD abatement costs. It covers passive and chemical treatment types including anoxic limestone drains, anaerobic wetlands, aerobic wetlands, manganese removal beds, oxic limestone channels, and chemical systems, considering over 400 variables in cost estimation. Verify current availability and download at the OSMRE website.
